講演要旨：
Considering the media’s “incentives to provide news to different groups in society” that “affects these groups’ influence in policy making” (Olper & Swinnen, 2013, p. 413), it is necessary for researchers to expand their focus to the media as a meaning-making participant and an important player in the policy-making process. To this end, this paper reviews efforts to examine the construction and content of media products, and the role of the mass media in the policymaking process, with a particular focus on framing in mass media coverage. In the following sections, we first elaborate what we mean by the term ‘framing’. Then we illustrate how the concept of framing can help researchers to explore the media’s mediation of language policy making in three specific debates: the ‘dialect crisis’ in China; high-stakes English examinations in China; and medium of instruction policy, with particular attention to the use of English, Cantonese, and Putonghua in Hong Kong and the use of English and Spanish in the U.S. state of Arizona. We conclude with suggestions for expanding research on the role of mass media in language policy making.
